Kenyataan Media oleh Ngeh Koo Ham, Ahli Parlimen Beruas merangkap Ahli Dewan Undangan Negeri Sitiawan pada hari Jumaat, 5 Ogos 2016 di Ayer Tawar, Perak. 

Kerajaan Barisan Nasional membina sebuah rumah di bawah Projek Perumahan Rakyat (PPR) dengan kos Rm 165,000.00 di negeri Perak. Prima facie terdapat unsur rasuah. Suruhanjaya Pencegahan Rasuah Malaysia diminta bertindak menyiasat dengan segera. 

Sekiranya Ketua Menteri Pulau Pinang, Lim Guan Eng membeli sebuah rumah menggunakan wangnya sendiri dan bersetuju dengan permohonan mengubah kegunaan sebidang tanah di atas kapasitinya sebagai seorang pegawai kerajaan adalah rasuah, kita boleh nampak lebih banyak kes rasuah dan kes-kes rasuah yang lebih ketara di negeri Perak . 

Menteri Pembangunan Luar Bandar dan Kerajaan Tempatan, Tan Seri Noh Omar telah mengumumkan bahawa kos pembinaan sebuah rumah di bawah Projek Perumahan Rakyat (PPR) adalah RM165,000.00 seunit. Beliau juga telah mengumumkan bahawa di bawah PPR ini sebanyak 99 buah unit rumah sedang dibina di Seri Iskandar dan 260 unit apartmen sedang dibina di Kamunting. 

Menteri Noh Omar atau Menteri Besar Perak, Dato' Seri Zambry bin Abdul Kadir mesti menjelaskan samada kos RM165,000.00 ini termasuk atau tidak termasuk harga tanah perumahan ini. Sekiranya ia termasuk harga tanah, ia masih prima facie terdapat elemen rasuah kerana harga tersebut adalah terlalu tinggi berbanding dengan kos yang sepatutnya. Sekiranya ia tidak termasuk harga tanah maka ia melibatkan rasuah yang lebih besar. 

Kerajaan Negeri Perak telah menetapkan bahawa harga sebuah rumah kos rendah di negeri Perak mesti dijual dengan harga RM70,000.00 atau lebih rendah dan sebuah rumah kos sederhana hendaklah dijual dengan harga antara RM70,000 sehingga RM140,000.00.

 Noh Omar juga telah mengumumkan bahawa rumah PPR diatas akan dijual dengan harga RM35,000.00. Maka, perumahan PPR di atas mestilah dibawah kategori rumah kos rendah atau rumah kos sederhana. 

Sekiranya Kerajaan Barisan Nasional Negeri Perak telah menetapkan harga siling rumah kos rendah pada harga RM70,000.00 untuk rumah kos rendah dan harga siling bagi rumah kos sederhana pada harga RM140,000.00 maka kos pembinaan rumah- rumah tersebut mestilah masing-masing dibawah RM70,000.00 dan RM140,000.00 seunit. 

Maka, sekiranya Kerajaan Barisan Nasional membina sebuah rumah di bawah Projek Perumahan Rakyat pada kos RM165,000.00 seunit, ia merupakan sesuatu yang menimbulkan persoalan. Prima facie terhadap elemen rasuah dalam projek-projek di atas. 

Saya dengan ini meminta agar pihak Suruhanjaya Pencegahan Rasuah Malaysian untuk menyiasat kedua-dua projek di atas dengan segera bagi mengelakkan kehilangan lebih banyak wang rakyat memandangkan terdapat empat lagi projek PPR dengan 2000 unit rumah sedang dirancang untuk dibina di Negeri Perak.

Media Statement by Ngeh Koo Ham, Member Parliament for Beruas and State Assemblyman of Sitiawan at Ayer Tawar, Perak on 5th August, 2016 (Friday).

It costs BN Government RM165,000-00 to build one housing unit under People’s Housing Programme (PPR) in Perak. Prima Facie there is an element of corrupt practice. Malaysian Anti Corruption Agency must act immediately.


If Penang Chief Minister, Lim Guan Eng’s purchase of a house using his personal fund and his agreement to rezone a piece of land in his capacity as a government official is corruption then you can find at many many times more glaring cases of corrupt practices in Perak.

Housing Urban Wellbeing and Local Government Minister, Tan Sri Noh Omar has announced that the building cost for each unit of housing under the People’s Housing Programme (PPR) that is being constructed in Seri Iskandar and Kamunting Perak is RM165,000-00 per unit. The Minister has announced that 99 units of landed property in Seri Iskandar and 260 of apartment units in Kamunting are being constructed.

The Minister or the Menteri Besasr of Perak, Dato’ Seri Zambry Bin Abdul Kadir must clarify if the said RM165,000-00 is inclusive or exclusive of the land cost. If it is inclusive of the land cost there is still prima facie an element of corrupt practice as the price is way higher than what it should be. If it is exclusive of the land cost then, the corrupt practice is on a larger scale.

The Perak Government has set low cost houses in Perak to be sold Developers at RM70,000-00 or below and medium cost houses at between 70,001 till RM140,000-00.

Noh Omar has announced that the housing unit in the above said housing schemes will be sold to the people at RM35,000-00. Such  housing units must be under the low cost or medium cost categories.

If the BN  Perak Government set the ceiling price at RM70,000-00 for the price for a low cost unit and the ceiling price at RM140,000-00 for the price for a medium cost unit, the cost for construction of such houses must be below RM70,000-00 and RM140,000-00 respectively.

So, for the BN government to build a unit of housing under the People Housing Programme at RM165,000-00 per unit, something is amiss. Prima facie there is an element of corrupt practice.

I call on the Malaysian Anti Corruption Agency to investigate the above said 2 projects immediately less more public funds are lost as 4 more PPR projects with some 2,000 units of housing are being planned in the Perak State.

国阵政府在霹雳州人民房屋计划(PPR)下花费马币165000令吉建一个房屋单位。初步认定有腐败行为的元素。马来西亚反贪会必须立即采取行动。


如果槟州首席部长林冠英使用其个人资金购买房子,并作为一名政府官员同意改划一块土地是腐败的话,那么你可以在霹雳州找到很多很多更加明显的腐败行为。

城市和谐、房屋及地方政府部长丹斯里诺奥马日前宣布,在人民房屋计划(PPR)下斯里依斯干达和霹雳州甘文丁的每个房屋单位的建筑成本是马币165000令吉。诺奥马也宣布,在斯里依斯干达有99个有地房产单位以及在甘文丁260个公寓单位正在兴建中。

诺奥马或霹雳州大臣拿督斯里赞比里必须解释建筑成本马币165000令吉是否包括或不包括土地的成本。如果其建筑成本包括土地成本,那么初步认定依然存在腐败行为的元素,因为其价格比原有的成本更高。如果不包括土地成本,那么将存在更大规模的腐败行为。

霹雳州政府已设定房屋发展商只能以马币7万令吉或以下销售低成本房屋,而中等成本房屋销售价介于7万零1令吉至14万令吉之间。

诺奥马日前宣布,在人民房屋计划下每个房屋单位的售价为马币35000令吉。这些房屋单位的售价必须低于低成本或中等成本类别。

如果霹雳州国阵政府为低成本和中等成本房屋单位所设定的上限价格为马币7万令吉和马币14万令吉,那么房屋的建筑成本必须分别低于马币7万令吉和马币14万令吉。

因此,国阵政府在人民房屋计划下以马币165千令吉建一个房屋单位是有问题的,初步认定有腐败行为的元素。

我呼吁马来西亚反贪会立即调查上述的工程,以避免损失更多的公款,因为霹雳州正在计划另外4个人民房屋计划项目,在这些项目下,将兴建大约2000个房屋单位。

Heartless Perak BN Government threatens to forfeit shops and shophouses if owners refused to pay up 75% of the value of their shop and shophouses when their leases expire. The people of Kuala Kangsar must vote for Amanah to show their displeasure against BN for its heartless policies.

Heartless Perak BN Government is demanding Tang Aa Ha @ Tang Yong Sing, age 69 to pay 75% of the value of his shophouse if not his shophouse will not longer be his anymore.
Tang Aa Ha @ Tang Yong Sing inherited his shophouse from his father and his family has owned his shophouse for more than 60 years when its leasehold title expired recently. His shophouse has ceased business many years ago like many shops in small new village with the advent of modern shopping centres. He is now required to pay RM48,750-00 i.e 75% of the value of his shophouse for his title lease to be extended. Will Mr Tang Aa Ha @ Tan Yong Sing a retired poor farmer lose his family shophouse soon?
In 2008, the Pakatan Rakyat government had made a decision to give a discount of 80% on the premium rates payable under the BN government for all shops, shophouses and houses in Planned Villages (Kampung Tersusun) and Chinese New Villages when their leases are renewed. The same was implemented but unfortunately when BN grabbed power in Perak on 6/2/2009, it reversed Pakatan Rakyat’s people centred policy.
The Pakatan Rakyat Government was to extend its 80% premium discount policy for all properties due for renewal of leases in Perak under its ‘Enrich and Empower the People’ policy. The people can renew their leases any time up to 99 years which will ensure that their properties will always be of high value with the payment of a small premium payment.
The BN Perak Government must differentiate between new alienation of land and those whose property leases are expiring.
With BN’s current policy, the properties which leases are expiring will be of no value. They cannot be sold for value neither can the owners take loans from financial institutions to rebuild their buildings.
I call on the BN Perak Government to give 80% discount on the premium payable as was practiced by the PR Perak Government.
The people of Kuala Kangsar must show their displeasure by voting the Amanah candidate in the on going by-election.

拿督倪可汉于2016年6月7日(星期二)上午十时三十分在霹雳爱大华甘榜马坡新村召开记者会发表的文告。
如果业主拒绝在租赁到期时支付高达75%商店和店屋的价值,无情的霹雳州国阵政府威胁要没收商店和店屋。江沙人民必须投票诚信党以示他们对国阵无情政策的不满。

无情的霹雳州国阵政府要求邓永信(69岁)支付75%的店屋价值,不然他的店屋将不再属于他的了。
邓永信继承了他父亲的店屋,他的家人已经拥有这间店屋超过60年,其租凭权最近到期。由于现代购物中心的出现,如许多新村商店,他的店屋已停止经营多年。他现在必须支付75%的店屋价值,即马币48,750令吉,以延长他的租凭权。邓永信,一个退休了的贫穷农夫,是否在不久后将失去他家人的店屋?
2008年,民联政府已经做出决定,将给予在国阵政府之下应付费率80%的折扣,当业主更新村庄计划和华人新村所有的商店,店屋和房屋的租凭。同样的政策已被实施,但不幸的是,当国阵于2009年2月6日夺了霹雳州政权时,国阵扭转了民联以人为本的政策。
民联政府将在“富足和授权人民”政策延长其80%的费率折扣政策于所有霹雳州内到期的产业。人民可以在任何时候更新租凭至99年,这将确保他们的产业永远是高价值,而他们只需支付小额费率。
国阵霹雳州政府必须区分新的土地转让和那些将到期的产业租赁。
随着国阵目前的政策,租赁到期的产业将是没有价值的。业主不能出售产业,也不能从金融机构获得贷款来重建他们的楼房。
我呼吁国阵霹雳州政府效仿民联政府给予80%的费率折扣。
江沙的人民必须在这个补选投票诚信党候选人以示他们的不满。

BN Perak Government must come clean on its policy with regard to the premium payable for renewal of leases for Planned Villages (Kampong Tersusun) and Chinese New Villages.

Perak Pakatan Rakyat Government in 2008 had a policy of emphasising good governance and collecting minimum tax from the people of Perak.

Pursuant to the said policy, the Perak PR Government implemented a policy giving 80% discount of land premium payable for the renewal of all titles in Planned Villages (Kampong Tersusun) and Chinese New Villages. Apart from the 80% discount of land premium, the Perak PR government also approved freehold titles for those in Planned Villages and Chinese New Villages. It was the policy of Perak PR Government to enrich and empower its people. A freehold title will increase the value of the properties in Planned Villages and Chinese New Villages. The residents in turn are able to use their land titles to obtain loans from financial institutions to rebuild their houses and shophouses, many of which were in dilapidated conditions.

After the power grab by the BN on 6/2/2009, they proclaimed that they will continue with the 80% premium discount policy but will only approve leases up to a maximum period of  99 years.

Perak BN government was deceptive. Perak BN government only granted 50% premium discount for titles approved with 99 years lease. I was one of its first victim. Though I paid up, I pursued this issue for the benefits of the people of Perak. Finally, the Perak BN government relented and allowed 80% discount of premium for land with 99 years lease.

However, over time the Perak BN government has gone back on its promise. It excluded shophouses in the Chinese New Villages from any premium discount. New Villagers with shophouses have to pay tens of thousands of ringgit in premium. 

Recently, it has started to exclude the spouse or children of the registered owners from any discount thereby causing them to pay many times more the premium that needs to be paid. One of such cases is the case of Too Oong Ching. He was asked to pay RM25,500-00  for the renewal of a housing plot in Kampong Raja Hitam new village.

I protested and brought the matter to the attention of the MCA State Executive of the Perak Government, Dato Mah Hang Soon who then brought the matter to the attention of the Executive Council of the Perak Government which then agreed to allow 80%  premium discount to be given for the said case. The premium was reduced to RM5,100-00, a huge saving of RM20,400-00 for Mr Too Oong Ching.

I believe many have become victims of the deceptive change of policy of the Perak BN State Government and call upon them to ask for refund from the Perak BN Government if they have paid their premiums in full.




Without the Opposition’s constant check on the Perak BN Government, the Perak BN Government would want to exact the last pound of flesh from the people of Perak due to its poor governance and pilferage which caused it to be in constant want of money to administer the State. 

The PR Perak Government gave huge premium discounts to the people because we wanted to lighten the loan on the people of Perak. We were able to do so due to our efficient and non-tolerance of corruption in our government.

The Perak BN Government must emulate the Perak PR Government in acting fairly when computing the premium payable when a title is renewed. The Perak BN Government must take into account the balance lease period before a title is renewed and the premium payment must be reduced accordingly as was done by the Perak PR Government.

I call on the Menteri Besar of Perak, Dato Seri Zambry Bin Abdul Kadir to come clean on this matter and explain in clear terms the Perak BN Government’s policy on the renewal of titles for Planned Villages and Chinese New Villages. I call on him to restore the 80% premium discount for shophouses in Chinese New Villages which has been abolished. Shophouses in Chinese New Villages are operating small businesses and struggling to survive. The government should be considerate and not impose exorbitant premium on them.
