MEDIA STATEMENT

Taiping MP, Nga Kor Ming and Beruas MP, Ngeh Koo Ham not involved in any logging activities in Kelantan.

Due to the malicious allegations against the MP for Taiping, Nga Kor Ming and I especially in the social media recently accusing us of logging activities and contributing to the flood situation in Kelantan, I seek to make the following clarifications:

1. Taiping MP, Nga Kor Ming and I were not involved and are still not involved in any logging activity in Kelantan or any part of Malaysia. Neither was the company, Upayapadu Plantation Sdn Bhd where we have invested was involved in any such activity (the company has directly and indirectly about 100 shareholders).

2. Upayapadu Plantation Sdn Bhd was and is only involved in the replanting of trees on the piece of land that it has a joint-venture with Yayasan Islam Kelantan (YIK). The present shareholders bought over Upayapadu Plantation Sdn Bhd in 2012. The company had entered into the joint venture agreement in 2006 when it was still under the management of the former shareholders.

Defamation suit against Berita Harian

3. Berita Harian news daily had falsely and maliciously accused us of logging and polluting the rivers in Kelantan at the end of 2012 and we have filed a defamation suit against the writer and The New Straits Times Press (Malaysia) Berhad, the latter being the owner and publisher of Berita Harian. The case has been fixed for full hearing at the Sessions Court in Kuala Lumpur in March 2015.

4. Upayapadu Plantation Sdn Bhd has been a very responsible company in replanting the said land. The environmental department (Jabatan Alam Sekitar) has by a letter dated 23/9/2014 put on record its appreciation to the company for implementing and complying with all the Environmental Impact Assessment (EIA) requirements. The department also praised and congratulated the company for its responsible attitude.

5. Upayapadu Plantation Sdn Bhd spends tens of thousands of ringgit every year to engage environmental consultants and environment auditors to ensure that strict compliance of the EIA requirements.

6. Sedimentation ponds were created in the said land to ensure that the water from the land does not pollute the rivers. Sediments from the running water will be collected in these ponds before the water flows into the rivers.

7. All the rivers in the said land were cleaned and cleared of debris and blockages to enable water to flow smoothly and quickly to prevent any flood.

8. The said land was not affected by the recent flood though it is situated between the towns of Gua Musang and Kuala Krai which were badly affected by the flood. Some may wonder if the development of the said land contributed to the flood in Gua Musang and Kuala Krai. In order to clear all doubts, I would like to state that all the kampongs (villages) surrounding the said land were not affected by the recent flood. If the surrounding villages were not affected by the flood, how can the development of the said land contribute to the flood that is about 65 km away? The said land is about 65 km from Kuala Krai and is also about 65 km from Gua Musang.

9. Upayapadu Plantation Sdn Bhd has brought much benefits to the people of Kelantan in that

(i) It has spent a very substantial amount of money to improve the infrastructure in the area which also benefited the locals. It has built a electricity substation and caused electricity poles and cables to be installed (after the company contributed substantial amount of money to TNB) allowing the locals to have the supply of TNB electricity. The main access road was widen and upgraded and new access roads were built which could also be used by the locals. Rivers were also cleared to avoid flooding.

(ii) About 80% of the company’s employees are local Kelantanese.

(iii) It has created hundreds of job opportunities for the locals.

(iv) This joint venture will also reap huge returns for the Kelantan Government through YIK.

10. Upayapadu Plantation Sdn Bhd has also contributed a share in the RM151,500-00 relief fund that was recently donated by the Persatuan Pengusaha Ladang Negeri Kelantan (Association of Kelantan Land Cultivators) to the Kelantan Government to help flood victims.

We love our country and its people.

1. BN Perak Government mad to allow advertisement annual fees to increase by up to 66 times or 6,600% to be approved.

2. DAP Perak strongly condemns such unreasonable increase which will be a great burden to the people.

3. Call on the Manjung District Councilors who opposed the increase to walk the talk.

Sitiawan State Assemblyman, YB Dato’ Ngeh Koo Ham today strongly condemns BN Perak Government for refusing the revise the unconscionable increase in the annual advertisement fees in the Manjung District of Perak.

In the just concluded Perak State Assembly the BN State Government has refused to review the decision of the Manjung District Council of Perak to increase annual advertisement fees up to 66 times or 6,600%.

The Manjung District Council has on 18/10/2013 approved the Local Government Act 1976 Advertisement (Manjung Municipal Council) By-Laws 2013 and the same was confirmed by the BN Perak Government on 29/10/2013. The new by-laws took effect recently. The said new by-laws replaces the Advertisement (Manjung District Council) By Laws 1984.

Under the new 2013 by-laws the annual fee for 10 sq.metres unilluminated advertisement will be RM170.00 compared with RM30.00 under the 1984 by-laws. The annual fee for 100 sq.metres unilluminated advertisement will be RM1070.00 under the 2013 by laws compared with RM300.00 under the 1984 by laws.

Under the new 2013 by-laws, the annual fee for 10 sq.metres illuminated advertisement will be RM150.00 compared with RM60.00 under the 1984 by-laws. The annual fee for a 100 sq.metres illuminated advertisement will be RM1050.00 under the 2013 by-laws compared with RM600.00 under the 1984 by-laws.

Under the 2013 by-laws, a new category ‘Billboard’ has been created. The rates are as follows:-

(a) Illuminated RM180.00 per sq.metres per annum irrespective of size.

(b) Unilluminated RM200.00 per sq.metres per annum irrespective of size.

The annual fee for a 10 sq.metres illuminated billboard under the 1984 by-laws was RM60.00 but will be RM1,800.00 under the new 2013 by laws. The annual fee for a 100 sq.metres illuminated billboard under the 1984 by-laws was RM600.00 but will be RM18,000.00 under the new by-laws.

The annual fee for a 10 sq.metres unilluminated billboard under the 1984 by-laws was RM30.00. It will now be RM2,000.00 under the new 2013 by-laws (66 times increase). The annual fee for a 100 sq.metres illuminated billboard under the 1984 by-laws was RM300.00 but will now be RM20,000.00 (66 times).

Many Manjung District Councilors who have gone to the media to oppose the increase (on the ground that they were not aware of it or they had not been appointed as councilors when the new 2013 by-laws were passed) to walk the talk.

Menteri Pertanian dan Industri Asas Tani berjanji untuk mengkaji semua polisi baru yang menetapkan bahawa bot nelayan lesen B hanya dibenarkan menangkap ikan di kawasan luar daripada 8 batu nautikal

Menteri Pertanian dan Industri Asas Tani Dato' Sri Ismail Sabri  berjanji untuk mengkaji semua polisi baru yang menetapkan bahawa bot nelayan lesen B hanya dibenarkan menangkap ikan di kawasan luar daripada 8 batu nautikal apabila Ahli Parlimen Beruas YB Dato' Ngeh Koo Ham menimbulkan isu ini parlimen baru-baru ini. 

YB Dato’ Ngeh Koo Ham  menyatakan bahawa Polisi baru yang berkehendaki bot nelayan lesen B menangkap ikan luar kawasan 8 batu nautikal telah menyebabkan rasa tidak puas hati di kalangan kaum nelayan. YB Dato’ Ngeh Koo Ham sendiri telah turun bertemu dengan para nelayan dan menyampaikan saranan mereka kepada menteri Pertanian dan Industri Asas Tani YB Dato' Sri Ismail Sabri Bin Yaakob. Menurut menteri, pihak bertanggungjawab akan mengkaji semula polisi tersebut.

Menurut YB Dato’ Ngeh Koo Ham lagi, sejak polisi ini diperkenalkan pada bulan Mac, beliau telah menerima banyak aduan daripada nelayan. Mereka menyatakan bahawa jika terus melaksanakan polisi baru ini akan mendatangkan kerugian besar kepada para nelayan. Banyak bot nelayan lesen B tidak berkemampuan menangkap hasil laut seperti ikan dan udang di luar 8 batu nautikal.

Setelah menerima aduan para nelayan, beliau telah menyampaikan luahan hati mereka ini kepada Menteri Pertanian dan Industri Asas Tani. Selain itu, beliau juga melaksanakan tanggungjawabnya sebagai wakil rakyat membawa isu ini bincang di dalam Dewan Rakyat.

Isu terbaru yang bakal melanda kaum nelayan pula ialah mulai 1 Januari 2016, mereka dilarang menggunakan pukat tunda. Harga pembinaan sebuah bot nelayan boleh menelan belanja dari RM 100,000 hingga berjuta-juta ringgit. Jika polisi ini diteruskan, nelayan akan mengalami kerugian besar.

YB Dato’ Ngeh Koo Ham berharap agar pihak kerajaan dapat berjumpa dan berbincang dengan para nelayan sebelum melaksanakan polisi-polisi baru di masa akan datang.

部长答应检讨B船恢复离岸5海里作业措施，倪可汉希望政府拟定政策前需会见渔民咨询意见‏

困扰渔民多时的B型渔船被逼到离岸8海里外作业的课题，在民主行动党副秘书长拿督倪可汉多次把渔民心声传达给农业部后，农业及农基工业部长拿督依斯迈今日向他表示有关当局将会检讨B型渔船恢复离岸5海里作业的可能性后，渔民仿佛看到一丝曙光。

木威区国会议员拿督倪可汉今日发表文告说，政府在今年3月份突然公布这项措施后接到许多渔民向他投诉，若是B型渔船被逼从离岸5海里转至离岸8海里作业，渔民将会面对损失，原因是B型渔船主要是捕鱼（大B）和捕虾（小B），8海里水域外早已远离适合捕虾的水域，虾群多在水底沙地，离海岸越远越难捕抓到虾。

倪可汉接获投诉后，他尝试所有方法把渔民的心声传达让政府知道。这段期间除了尽人民代议士身份在国会提出这项问题、与部长在国会走廊交流这项课题、携带渔民到国会与部长见面一起讨论，也在班台出席渔民与首相署部长拿督马袖强参与一项对话会。经过许多努力后，农业及农基工业部长拿督依斯迈好不容易向他答应将会检讨B型渔船恢复离岸5海里作业的可能性。

另外，困扰渔民最新的问题是在2016年1月1日开始全面禁止禁止拖网捕鱼。他指出，B型渔船造价介于10万令吉至一百万令吉，若这项政策正式实施将会造成渔民非常大的损失。他说，从最近寸半网眼、强制装置卫星追踪器（黑箱）到B船到8海里外作业种种政策，政府都是在未曾与渔民会面商讨的情况下突然展开，渔民往往是在政策宣布后最后一个知情。倪可汉希望政府若有意推行新计划，事前最好与渔民见面并咨询他们的意见。

盼警方拿出对付赌博机态度对付电话线盗窃案，倪可汉质疑政治势力拦阻转换成光纤电缆‏

实兆远州议员办公室楼下的电话线惨遭割破

木威区国会议员拿督倪可汉盼望警方可以拿出对付赌博机的办事效率来执法，拔本塞源解决电话线偷窃案的问题。

也是实兆远州议员的倪可汉说，电话线偷窃案频密地发生使到曼绒县许多地区都面临电话无法拨出和无法上网的问题，而且情况有越来越严重的趋势。他也指出，他不但接获许多民众投诉有关课题，其实兆远州议员办公室也深受其害，在短短一个月里面临三次电话和网络断线问题，马电讯（TM）维修人员往往需时三天至一星期来抢修，使到服务中心工作人员在维修期间无法顺利执行任务。

倪可汉说，曾被认为是无法解决的非法赌博机难题，最近在总警长丹斯里阿布巴卡一声令下，国内许多马机中心遭到扫荡，非法赌博机场所更是绝迹于曼绒县内。倪氏指出，既然警方有能力解决比电话线盗窃案更为严重的非法赌博机问题，警方也理应善用资源，调动政治部警员去收集情报，明查暗访根源性解决此项问题。他也希望新官上任的曼绒警区主任再然助理总监关注这项课题，毕竟在这资讯时代无法拨打电话和上网将会为商家带来损失。

另外，倪可汉也接获马电讯内部职员向他投诉有股政治势力正拦阻该公司把传统电话线转换成光纤电缆（Fibre Optic）。他解释说，盗贼所窥觎的传统电话线里的铜线值钱是造成电话线偷窃的主因，光纤电缆虽然成本稍贵但里边没有铜线所以马电讯想以此原因根本解决问题，但遭到提供铜线给马电讯的朋党公司阻拦，背后的政治势力之大造成2014年头的转换计划胎死腹中。倪可汉将会把这项课题带入国会，质询通讯与多媒体部长拿督斯里阿末沙比里的意见。

2. Bertanya kepada YAB Menteri Besar untuk menyatakan kenapa Kerajaan Negeri membenarkan Majlis Perbandaran Manjung menaikkan lesen pengiklanan berpuluh kali ganda dibawah Akta Kerajaan Tempatan 1976, Undang-Undang Kecil Iklan (Majlis Perbandaran Manjung) 2013.

Bertanya kepada YAB Menteri Besar untuk menyatakan dalam kegiatan ekonomi negeri Perak berapa peratusan adalah dari kegiatan pembinaan perumahan, premis perniagaan dan kilang-kilang untuk tahun 2010, 2011, 2012, 2013 & 2014. Sejauh manakah industri pembinaan ini terjejas akibat cukai pembangunan (development charge) dikenakan sejak 1/1/2014.

政府不曾征询渔民意见直接推出新政策，马袖强无法向内阁传达渔民心声

民主行动党木威区国会议员拿督倪可汉认为政府为了保护传统渔船和海产而废除拖网渔船，好比为了减少车祸发生而禁止汽车上路一样。

农业及农基工业部长拿督斯里伊斯迈日前宣布将在2016年1月1日开始，全面禁止拖网捕鱼，此举对面对重重新条例下的拖网渔民而言，无疑是雪上加霜。

倪可汉发表文告指出，他在上周国会辩论2015年财政预算案时，反映渔民的课题，原有的条例规定拖网渔船在5海里外作业，是足够保护海产在浅海区的繁殖海床，也不会影响传统渔船的作业。

“拖网渔船在5海里外作业是足够的，真正的问题出在于一些渔船违规进入5海里内捕鱼，却没有渔业部官员认真执法，从而导致浅海海床被破坏后把责任怪在全部的拖网渔民身上。”

他指出，渔业部执法官员被揭露贪污的言论，在今年7月3日马袖强到来班台会见渔民时，渔民在对话会上直接挑战身为首相署部长的马袖强应该展开调查。

“马袖强当时在办对话会上给予渔民信心，表示会在内阁反映渔民的看法，要求取消8海里外作业和装置黑箱的新规定。可是从7月份到11月份，马袖强却没有给渔民任何的交代，究竟内阁有没有听到渔民的心声，并且有什么回答。”

倪可汉说，在还没有适应新条例之前，部长却又发出禁止拖网捕鱼的言论，让全马超过5000艘拖网渔船成为受害者，农业部长应该要认真调查官员贪污没有执法的指控，而不是以为只要禁止拖网捕鱼，就能一了百了地解决所有渔民的问题。

另一方面，他也表示，农业部长提出1年时间禁止拖网捕鱼，却没有任何的鼓励配套协助渔民转型，让渔民自生自灭的做法非常不负责任。同时，在渔获量大幅度减少之后，我国只能从外国进口海产，届时国人只能买贵鱼，更是加重人民的负担。
